Charlie Cash Bio/Statement
I am Charles “Charlie” Cash and your current elected Director of Industrial Relations. I began my career with the Postal Service in 1994 as a non-career employee at the Salt Lake City Remote Encoding Center (REC). After over three years as a non-career employee, I was converted to PTF in the Clerk Craft where I worked on DBCS machines and other mail processing equipment until I transferred to the Maintenance Craft in early 2000. I currently hold the position of Electronics Technician at Buffalo, NY LPC.
I joined the union at my new employee orientation in 1994 and have been a member ever since. I soon became one of the first shop stewards at the Salt Lake City REC. From that point on I served as a shop steward in multiple sections and crafts within the Salt Lake City Installation. I served as an officer in the local as the Maintenance Craft Director and was elected to the office of Local President in 2006. I served as President until I was appointed by President Mark Dimondstein to serve the national membership as the Executive Assistant to the Director of Industrial Relations in 2017. I served in that role until the retirement of Director Vance Zimmerman, and I was appointed as the Director of Industrial Relations in March of 2022. I was reelected to the position by acclamation in October of 2022.
I have been an part of contract negotiations for the last three collective bargaining agreements and was also a member of the Rank-and-File Bargaining Committee in 2015. I have directly participated in the 2018 contract, the 2021 contract, and I am the current Chief Spokesperson for the 2024 negotiations. I was an integral part of the team that achieved the groundbreaking 2021-2024 contract that included automatic PSE conversions, guaranteed days off for PTFs and PSEs, maintaining full COLA for career employees, uniform allowance rollover, continued progress on eliminating the two-tier wage system, and more.
During the pandemic, I was responsible for helping ensure that our members had the personal protective equipment (PPE) they needed, dealt with management when employees were denied the COVID leave they were entitled to, and supported the APWU leadership in all their needs as we negotiated procedures and policies that protected our members.
Today as director, I am responsible for much of the day-to-day operations of the grievance arbitration procedure. The director finalizes the negotiations on arbitration panels for the regional arbitration panels after taking into consideration the input from our National Business Agents and what the Regional Coordinators have successfully negotiated at their level. The director is also responsible for negotiating our national arbitration panels with management. I am also the officer who deals with the Postal Service on safety, non-compliance, and more. It is the Industrial Relations Department that deals with the Postal Service on establishing wage scales, step increments, COLAs, and other pay-related issues.
The Director’s job is more than handling grievances. Our work is not measured in the number of arbitrations done or the money won in arbitration. The Industrial Relations Department touches on the lives of every APWU represented employee, especially every other week when the Postal Service pays the APWU represented employees hundreds of millions of dollars.
I am the only candidate in the race who has dealt with three national contracts, every pay scale release since January 2017, safety at a national level, and negotiated regional and national arbitration panels. The department’s responsiveness to the membership and local leaders is second to none.

Currently, the members of the APWU face unprecedented challenges to their work life, their wages, hours, working conditions and more. We all face uncertainty in our daily lives with the rapid attacks on the federal government, workers rights, and the fundamental rights of all Americans. The experience of those on these team is what we need in these times. This is just one of the reasons I am supporting and asking for your vote in the upcoming 2025 national APWU elections for all the members of the APWU Leadership Team 2025. It was also the members of this team that delivered you the groundbreaking 2021-2024 contract that included automatic PSE conversions, uniform rollover, guaranteed days off for PTFs, continued full COLA for career employees, and worker protections during excessing that limits employee movement to no more than 50-miles from their home office.
The leaders who I am proudly running with on this team have proven themselves to be true fighters for every member of the APWU and all the working class in the United States. Between all of us on the team, we bring hundreds of years of union experience, experience in the streets, experience in the legislative halls across America, and experience in the grievance arbitration procedure. The members this team have put money back into the pockets of our members through arbitrations and settlements, they have returned work to the various crafts, fought for the health and safety of all postal employees, and are well known for their activism and fighting on the streets to protect he Public Postal Service, fighting against fascism, and fighting for the rights of all Americans.
