Brothers and Sisters,

Terry B. Martinez, currently serves the APWU as your National Maintenance Division Assistant Director “A”, and has held the position of national Assistant Director since 2015.

As Assistant Director “A” Terry is tasked with the duties of Bulk Mail Center (BMC) Coordinator in which he schedules and conducts independent BMC meetings a across the country, and serves as a voice and liaison between the BMC leaders, and respective National Craft Directors.

As the resident Article 32 Office, Terry is responsible for reviewing subcontracting notifications, setting up discussions and meetings, addressing field matters as potential national issues, and initiating national level disputes. Having taken the initiative to develop a spreadsheet of pending headquarters-level subcontracting cases Terry is able to update and disseminate to Maintenance NBAs information they rely on when meeting with Local and State leaders as well as USPS representatives,

The reviewing of all Maintenance Management Orders (MMOs), Maintenance Work Orders (MWOs), Software Modification Orders (SMOs), Maintenance Service Bulletins (MSBs), and all issues impacting the Maintenance Craft is just one of the many responsibilities that Terry performs on a regular basis.

The filing of national disputes on behalf of the Maintenance Craft is another responsibility Terry takes seriously and which the craft has benefited as a result of. National Disputes such as the APWU successfully removing outdated MMO discipline language on the Equipment Specific Energy Control Procedures (ECP).

In cases where Maintenance Craft students attending the National Center for Employee Development (NCED) in Norman, Oklahoma have had issues and concerns, Terry and fellow Maintenance Officers often meet with the students and housing management to address their issues and see that corrections are made.

Having participated in all of the Collective Bargaining Agreement negotiations since 2015, Terry is well versed and prepared to take on any issue in the Maintenance Craft. Through collective bargaining your National Maintenance Craft team has been successful in achieving contractual language for issues such as supporting the return to TL-3 from the TL-5, returning of per-diem for our students at the training center and any other overnight stays for training, and better provisions for training and selection methods for our maintenance personnel. The Maintenance Team is also to be credited with a settlement to the tune of $15 million dollars for Part Time Regular employees’ violation.

Terry has been a Maintenance Craft employee since day one, starting my postal career as a Mail Processing Equipment Mechanic (MPE) at the Dallas Bulk Mail Center (BMC). As a proud member of the Dallas Area Local, Terry served the membership as, BMC Local Business Agent, Maintenance Craft Director and National Arbitration Advocate, in which he handled issues impacting the Maintenance Craft throughout the Southern Region.

While serving the membership as the Southern Region Maintenance Craft National Business Agent (NBA), not only was he the first in the country to successfully arbitrate the reinstatement of the MS-47 TL-3 Handbook, he successfully secured settlements that resulted in millions of dollars in payouts to our members. These 12 years as NBA provided invaluable experience and necessary leadership growth to take on the responsibilities as your National Maintenance Craft Assistant Director.

As we face a lot of uncertainty and challenges ahead Maintenance Craft Director, Idowu Balogun, Assistant Director “B”, Jason Treier, and Terry B. Martinez are committed to staying focused, dedicated, to serve all of our Maintenance employees.
